I'm not sure why do you want an xml representation (any other machine readable format is fine), but it is anyway already available at http://www.w3.org/ns/oa.rdf. The current list of 12 motivations is indeed a flat list without ```skos:broader``` / ```skos:narrower``` axioms, but this is exactly an extension point for the ones who would like to extend this list and mint their own motivation, see also http://www.w3.org/TR/annotation-model/#extending-motivations that describes how the skos relationships properties should be used.
