Well ... section 4 and section 5 could be considered "modules" I guess, but in terms of other W3C spec precedents, it's certainly misleading. On the other hand, the message (section 3 is core, the rest is gravy) is something to consider with respect to the levels of conformance discussion from TPAC2014 f2f.
