Never has a vision rung so true as that of StratML : "A worldwide web of intentions, stakeholders and results". It's EXACTLY the reason why I joined the W3C and opened an account and am participating in multiple groups that are dealing with various aspects of this ( e.g. AIKR, CogAI, Web of Things etc.) What the United Nations proposes, and what in particular the International Telecommunications Union, UNESCO and also the International Science Council are trying to achieve through the proper use of science and artificial intelligence is linking stakeholders to achieve results based on codified intentions. Since codified intentions must start with language based conference outcome documents, special issue reports with RECOMMENDATIONS, and strategic or road map documents or vision documents, strategic planning that can be made machine readable is key in providing input for generative LLMs and other artificial intelligence forms. Librarians have played a key role in helping UNESCO define, outline and spell out road maps and projects, and they form a key stakeholder in knowledge ORGANIZATION, which is the other face of the coin that also has knowledge representation on it. It is a sad state of affairs when computer scientists all start to bow in reverance to the Golden Calf of hyperscalable generative LLMs in spite of their knowledge of its mathematical limitations and technical global resources depleting nature. I have mentioned two programs for AI that I am working on, both of which have sprung from extensive conversations with stakeholders, ranging from grass roots organizations and scientists and engineers to fishermen, smallholder farms, biologists, climate activists and social scientists. All concur on a better, collaborative use of data and information, using ICT tools and AI to support their efforts. The current mismatch and lack of collaboration is due to an absent coordinated formulation of common intentions, objectives and set goals. This can only achieved by StratML. Once done, we can then proceed to determine what knowledge, information and data are going to be needed. Which then brings us to knowledge ORGANIZATION and knowledge REPRESENTATION. And only then we can proceed to implementation of adequate artificial intelligence. Any other way we will fail.
