An its Statement of Purpose

The Vaccination Credential Initiative (VCI) is a coalition of public and private partners committed to empowering individuals with digital access to their vaccination records based on open, interoperable standards so they can:
   
   -    
protect and improve their health, and

   -    
demonstrate their health status to safely return to travel, work, school and life while protecting their data privacy.


Participating health organizations (“Vaccination Data Sources”) agree to provide individuals with digital access to their vaccination records using the open, interoperable SMART Health Cards specification based on W3C Verifiable Credential and HL7 FHIR standards (“SMART Health Cards”) and be listed in a common registry of issuers.  Vaccination Data Sources can provide individuals with access to their SMART Health Cards via:

Digital wallet apps that adhere to the SMART Health Cards Framework

   -    
PDF or paper printed with QR code referring to the SMART Health Cards 


Participating technology and other collaborating partners agree to support Vaccination Data Sources in issuing SMART Health Cards.

For global travel and trade to return to pre-pandemic levels, travelers will need a secure and verifiable way to document their health status as they travel and cross borders.  Countries will need to be able to trust that a traveller’s record of a COVID PCR test or vaccination administered in another country is valid. Countries will also need the flexibility to update their health screening entry requirements as the pandemic evolves and science progresses.  Airlines, airports and other travel industry stakeholders will need the same.


The Commons Project together with The World Economic Forum is working to initiate the CommonPass framework to address those challenges.
My native country is the FIRST country in the world to adopt the Common Pass password, and it suffices to say that my country will be the global first pilot project for both credential initiatives.
I have personally also indicated to be in the process of creating a Smart City Framework for Disease Control and Prevention.

In response to COVID-19 I am preparing a paper titled "A Smart City Framework for Disease Control Utilizing Sensor, Tracing, Tracking, Wearable and Medical Technologies".
Please provide information on ALL smart city programs, projects and publications that deal with smart cities, (nano)sensors, wearable and medical technologies.
The paper discusses smart city frameworks utilizing smart city spatio-temporal modeling, defining the complex ecosystem of disease control agents, actors, institutions and data as a "set of systems of complex adaptive systems", and focuses on the interaction processes in line with the reasoning in the book "Introduction to the Theory of Complex Systems" by Thurner, Hanel and Klimek from the Complexity Science Hub Vienna.
 And it identifies state-of-the-art nano sensor application development like those announced between Analog Devices and Pinpoint Science for real-time detection of pathogens
It uses category theory to arrive at three generalized categories of interaction processes: (1) Prevention, including Vaccination, (*2) Mitigation, including Testing and Detection, and (3) The Creation of Viral Loss-of-Function, including use of antivirals and secondary medication for patients with underlying conditions (co-morbidity).
To make the paper relevant to the EU Research and Development Response Initiatives to COVID-19, we have decided to use the Travel and Hospitality Industries as a setting for a case study.
We use a generalized methodology, borrowed from the Hazard Analysis and Critical Control Points for Food Safety (HACCP) for tourism and travel.

The paper identifies StratML and AI Knowledge Representation techniques, as key ingredients to formalize protocols and their conversion to machine readable formats for ML applications.
The paper is a work-in-progress, as it addresses new cutting edge and emerging technologies.
We want to propose a EU wide initiative to implement the smart city frameworks for disease control, starting with the travel and hospitality industries.

It should be obvious that t this framework is based  on utilization of artificial intelligence, machine learning and natural language processing, and using both agent based modeling and complex adaptive systems modeling.
In 2014 I asked the IOS/IEC JTC! how to initiate a Working Group on the development of a class of standards for "Quantified Human States Data" which for knowledge representation of all possible human state parameters (both quantitative and qualitative).
Since AI has become all, pervasive the need for these standards is becoming more relevant and urgent.
I was requested to send in whitepapers to the ISO/IEC JTC1, which I intend to do before February 15 next.
I will also be sending papers to the W3C requesting collaborations to deal with the issues of (1) ethics, (2) trust, (3) verification and credentials, (4) data security and privacy, (4) knowledge representation.
I welcome ideas, suggestions, comments and collaboration.
2021 promises to be an exciting year for the Community Groups of the W3C to engage in activities and efforts that could potentially contribute to building a more resilient society utilizing human and sustainable development centered computer science, artificial intelligence and information and data communication applications and standards in which ethics, accountability and governance are central themes.
