Citizen initiatives should move beyond petitioning someone else to do 
something, to developing and acting upon plans to apply the initiators' 
own time, efforts, and resources to  achieve shared public objectives.  
Government regulations (and online tools) should facilitate such 
collaborative efforts, removing politics and politicians from the 
process to the greatest degree possible.

    Objective 3.1: Data, Knowledge & Planning

    - Strengthen the feedback-loop in the information chain from
    citizen-based data collection to knowledge sharing for joint
    decision- making and cooperative planning.

Knowledge sharing should focus on that which is required to achieve 
common objectives.  The first step is to document and share the 
objectives in an open, standard, machine-readable format.  The second is 
to document the value chains leading from inputs, to outputs, and to 
outcomes.

Citizen-based data and feedback might most productively be applied to 
providing the necessary inputs and processes required to transform 
inputs into outputs and outputs to outcomes.

The best kinds of inputs are not merely verbal but, rather, literal 
inputs required to produce outputs.

Producing outcomes requires expanding the group of performer 
stakeholders to include the intended beneficiaries as well.
