While participation is limited to their own community, some of the 
issues addressed in DOE's RFP regarding DATA, ARTIFICIAL INTELLIGENCE, 
AND MACHINE LEARNING AT DOE SCIENTIFIC USER FACILITIES (SUFs) may be of 
interest to others as well.  The goals and objectives it sets forth are

    Goal 1: Strategic Information

Presumably, "strategic information" is that which is critical to support 
the organization's strategic objectives and, thus, should be

Improvement of performance depends upon the capabilities to "detect,"

Strategies supported by public funding should be published on the Web in 
an open, standard, machine-readable format, like StratML. Optimization 
depends upon it.

StratML is a standard format for strategic and performance plans and 
reports.  Priorities should be documented in such plans.

explicit guidance set forth in section 10
