While participation is limited to their own community, some of the issues addressed in DOE's RFP regarding DATA, ARTIFICIAL INTELLIGENCE, AND MACHINE LEARNING AT DOE SCIENTIFIC USER FACILITIES (SUFs) may be of interest to others as well. The goals and objectives it sets forth are available in StratML format at https://stratml.us/drybridge/index.htm#DAIML See, for example: Goal 1: Strategic Information <https://stratml.us/carmel/iso/DAIMLwStyle.xml#_87565002-647f-11ea-96f6-64420183ea00> - Efficiently extract critical and strategic information from large complex data sets. Presumably, "strategic information" is that which is critical to support the organization's strategic objectives and, thus, should be strategically aligned with and linked to (and discoverable via) those objectives, e.g., via the stratml:Relationship <https://stratml.us/references/oxygen/PerformancePlanOrReport20160216_xsd.htm#Relationship> elements. Objective 2.3: Performance & Productivity <https://stratml.us/carmel/iso/DAIMLwStyle.xml#_87565836-647f-11ea-96f6-64420183ea00> - Improve facility performance and maximize productivity. Improvement of performance depends upon the capabilities to "detect," measure, and report it to stakeholders who are capable of acting on it. Such capability can be greatly facilitated by making performance plans and reports available in an open, standard, machine-readable format, like StratML. Objective 3.2: Capabilities & Strategies <https://stratml.us/carmel/iso/DAIMLwStyle.xml#_87565b92-647f-11ea-96f6-64420183ea00> - Enable the design of new facility capabilities and execution of optimal experimental strategies. Strategies supported by public funding should be published on the Web in an open, standard, machine-readable format, like StratML. Optimization depends upon it. Objective 4.3: Standards, Formats & Priorities <https://stratml.us/carmel/iso/DAIMLwStyle.xml#_875660e2-647f-11ea-96f6-64420183ea00> - Catalyze development of data standards, formats, and priorities. StratML is a standard format for strategic and performance plans and reports. Priorities should be documented in such plans. Objective 7.3: Data & Metadata <https://stratml.us/carmel/iso/DAIMLwStyle.xml#_875674d8-647f-11ea-96f6-64420183ea00> - Address challenges, advances, and applications of data and metadata management. eXtensible Markup Language (XML) vocabularies and schemas (XSDs) bridge the gap between documents, data, and metadata. https://en.wikipedia.org/wiki/Machine-readable_document It would be good if the taxpayer-funded SUFs were to comply with the explicit guidance set forth in section 10 <https://www.linkedin.com/pulse/open-machine-readable-government-owen-ambur/> of the GPRA Modernization Act (GPRAMA) and, more broadly, the OPEN Government Data Act (OGDA <https://www.linkedin.com/pulse/open-gov-data-act-machine-readable-records-owen-ambur/>). Failure to do so would be a prime example of Artificial Ignorance <https://www.linkedin.com/pulse/artificial-ignorance-owen-ambur/> (A<I>). Owen
