stratML justification for goals?

I dont know if this is an observation about  stratml or for the app built
on stratml

but I see there is a need for justification

what is the justification/motivation/rationale  for each  of the goals and
KPIs?
without providing justification/rationale the goals/KPI are spurious

Although to be pedantic even rationale/motivation need to be evaluated for
validity
(I am sure some people are perfectly capable of coming up with spurious
justifications
and make the look like valid xml :-) )

at this stage I think any rationale/justification would do
However this should be valid/meaningful construct in the context of KR/AI
