LGTM; thanks! A couple of thoughts...
* We need to figure out the best home for some of the content (Note, or explainer) and move it there. Right now, there is a little duplication between the proposed Note and explainer, with the latter actually having a bit more detail. But we can figure this out in due course.
* It might make sense to move the ARIA-specific material to an appendix of the Note, to make the fact that the Note doesn't depend on ARIA more clear.
* There's a system ('specref') for referencing other specs - we should use that rather than hand-crafting a References section - but, again, that can be resolved later.
The text reads very well, and clearly - thanks for your contribution!
