I looked and found I had already got the beginnings of such a document, and

We'll need to keep explainer and 'official' doc in synch - one way is to
move content from the explainer to the Note, and make links from the
explainer to the Note. We can do this once we're happy with the way the Note
is developing.

 

So I think, in summary: it's fine now to make PRs on the repo that update
the Note (to be) document - it's there to be amended.

 

Let me know if you need any more info on the process.
