WAI Adapt Purpose vis a vis HTML <rel> tag

Dear Adapt TF,

In a recent discussion with Tzvia, I went over WAI Adapt with her. She
suggested we disambiguate between HTML <rel> and our newly specified
"purpose." Perhaps as well, destination and action.

If this was already discussed, perhaps someone could point me to minutes.
If not, will add to the agenda.
