Call for review for improving examples of "HTML page has lang attribute"

Hello ACT rules,

This is Call for Review for improving the examples of “HTML page has lang attribute”.
This adds some actual text on every examples, rather than just having empty pages.

Call for Review ends on February 16th.

Implementers, please note that this update almost all test cases of the rule, so implementation reports will be invalidated and will need to be regenerated.
