Call for review for streamlining "Iframe element has non-empty accessible name"

Hello ACT rules,

This is a Call for Review for a small change in “Iframe has non-empty accessible name”, replacing the “non-focusable” condition by “no negative tabindex” to align with recent changes made in other iframe rules”.
