Final Call for deprecating rule "Image filename is accessible name for image"

Hello ACT Rules,

I think it’s the first time this happens, but it looks like one of our rule needs to be deprecated because it has been superceded by a broader rule…
…and you guessed it, this needs a Final Call to give everybody time to voice any concern they might have about this decision.
