Final Call for accepting headers assigned to headers in "Table header cell has assigned data cells" (d0f69e)

Hello ACT rules,

This is Final Call for a small change to "Table header cell has assigned data cells" (d0f69e), accepting header cell assigned only to other headers:

Final Call ends on December 21st 🎄

The main reason for this changes is that WCAG and WAI have examples of tables built that way, so that’s actually a correct pattern…
