Final Call for updating "Image button has non-empty accessible name"

Hello ACT rules,

Time for another small Final Call, updating “image button has non-empty accessible name” to use the new-ish definition of “attribute value”. This should make the expectation more readable without knowledge of technical HTML quircks.
