This is the Final Call for rule “Heading has non-empty accessible name”.

This rule, and the check it makes, has gone through some heavy simplifications after the discussion on the CG call of November 14th:

Due to the end of year festivities, the Final Call will jump over the vacations and extends all the way to
Friday, January 17, 2020.
Implementations are encouraged during the Final Call period.
