MC not available for functional needs today

I have an overlapping meeting for functional needs, and nothing to 
report. If you all have things you'd like to discuss, go ahead. Updates:

  * Looks like the top-most list of functional needs will be included in
    the Silver doc.
  * I think we should migrate the list of functional needs from the
    Google doc to a W3C resource, before Silver is published as a FPWD.
    So now is the time to make any tweaks to that list. We can edit
    later but it'll be harder.
