"Meta URIs"

Hello! We saw the "Invalid characters in URLs" thread and figured we 
should probably bring this up here too.

We wrote a draft not too long ago for an idea we call "Meta URIs", 
they're intended to solve a few misuses of URIs we see surprisingly 
frequently. You can read the draft here:

We have previously discussed this on the art mailing list, here's a link

it wasn't very eventful and we're not sure how to proceed from here. (We 
still believe the URI misuse is a real issue, however.)

One obvious issue with the syntax is that you can't put IPv6 address in 
an RFC3986 query string. If there's interest in updating RFC3986 we'd 
appreciate if that were changed.
