query: issue #2837 - add Mike Bishop as author

Hi there,

while discussing next steps for QUERY during the last WG meeting, it was
observed that lately Mike has done a lot of work, both in terms of
suggesting text and participating in discussions.

Thus it would be good to actually add him to the authors list; both
because of his contributions so far, and the help I'm expecting from him
in the future.
