https://github.com/httpwg/http-extensions/pull/2373 adds a Notational Convention section, containing the BCP 14 boilerplate and the ref to the language used in the frame layout diagrams.  If that meets with your approval, I'll publish a new draft for the IESG.

Thank you for this short document.

No comments on my side, however I would ask you to fix the boilerplate before starting IETF Last Call, so you won't have every directorate reviewer commenting on it (yes, I did note Mark wrote in the shepherd writeup that it was noted and it would be fixed after LC, I do think it is worth fixing before).
