Hello Working Group members! We recently found out that the core specs were inconsistent with respect to registration states of field names. While the registration procedure in 16.3.1 (<https://www.ietf.org/archive/id/draft-ietf-httpbis-semantics-19.html#name-field-name-registry>) mentions the states: "permanent" or "provisional" ... the actual registrations used "standard", "obsoleted", and "deprecated". The fix is to 1) change the registration tables to use "permanent" instead of "standard", and to 2) add the states "obsoleted" and "deprecated" to the list of possible states.
