Abstract:
   This document describes how "http" URIs can be accessed using
   Transport Layer Security (TLS) and HTTP/2 to mitigate pervasive
   monitoring attacks.  This mechanism not a replacement for "https"
   URIs; it is vulnerable to active attacks.
