We should probably prohibit the use of padding, since that isn't valid
according to the grammar (unless it's inside a quoted string bit).

BTW, that form doesn't easily allow for parameters, such as
scope="/foo" without defining a custom grammar.  Talk to Julian about
how much he loves that.
