Folks, it's an error to create a dependency from A -> A, but what if B
depends on A, then A is reprioritized to depend on B?

Option 1: It's possible to address this by moving B to the place of A first.
Option 2: Explode.

(This is an existing bug, not a special fault of Jeff's change.)
