At IETF 85, Mark Nottingham presented at the TLS session and requested ".. a mechanism that allows clients and servers to negotiate the particular application protocol to use once the session is established" - Slide 7 in http://www.ietf.org/proceedings/85/slides/slides-85-tls-1.pdf Existing work on NPN and ALPN was also noted in the slide.
