It's unlikely that all the browser vendors would agree to this because
the one browser vendor that defects from this pack would garner more
market share by being compatible with more Web sites.  Even if we
could get all the browser vendors to overcome this prisoner's dilemma,
users would simply continue to use older browsers that actually work.
