Sorry, sent before I was ready...  Here's the proposal:

| Note that "*" or similar wildcards depending on the
| Accept header fields are interpreted as "*;q=1".

| If a wildcard is associated with a non-zero <qvalue>,
| then equal or smaller non-zero <qvalue>s for other
| choices are in essence pointless.  Clients MAY assist
| users to avoid this scenario.

All variations of MAY are fine, e.g., SHOULD, or some
vaguer statement with "desirable" and "might".
