Dunno.  Do you have something more elaborated than the existing
http.uri.arpa NAPTR in mind ?  If what you want is limited to
updating the regular expression for RFC 3986 it could be hashed
out on the URI list, and 2616bis could later note the result in
its IANA considerations "while it's anyway at it" :-)
