I find the arm-twisting by Mozilla very questionable but zone cuts are
not a solution. They indicate a technical cut, not an administrative
one. Let's see two real-life counter-examples in ".fr".

Two years ago, "fr" and "com.fr" were on two different sides of a zone
cut but were managed by the same organization, AFNIC, which registers
under "fr" or under some SLD like "com.fr".

As of today, one of the biggest ISP in France, Free Telecom, gives
domain names under free.fr to its customers (but do not delegate - in
the technical sense - them). dupont.free.fr and martin.free.fr are
therefore inside the same zone - but managed by different persons.

That's why the Mozilla idea is bad from the beginning.
