1.1 servers can _not_ assume that all 1.0 clients support 8859-1.  The
#2 above is the assumption for what all 1.1 clients accept.

When trying to interoperate with a 1.0 client, a 1.1 server should use
the 1.0 spec.  There is nothing in the 1.0 spec which allows you to
assume that all 1.0 clients support a particular character set.
