16.1.4 contains, at the end of the first paragraph, the sentences We recognize that there may be situations which require such overrides, although user agents SHOULD NOT default to any behavior contrary to the HTTP/1.1 specification. That is, the user should have to explicitly request either non-transparent behavior, or behavior that results in abnormally ineffective caching. These sentences are confusing. Luckily, they are also redundant. They should be deleted. Koen.
