It is my recollection that Harald specifically asked that those
comments be removed from the i18n draft, since any update to
RFC 1766 needs to go through a different WG.
Those comments do not need to be added to the HTTP spec, since
we define language tags by reference to RFC 1766 and the IANA
registry. The only normative part of the HTTP discussion is
the use of language pre-tags for hierarchy in Accept-Language,
which is independent of any changes suggested by i18n.
