Oooh, that's odd -- it looks like Jim just missed those two lines,
since he made all the other changes associated with the diff I sent.
Not surprising, really, since that was included with all the MIME
changes (a big diff).
Jim, the fix is to simply move the
| "+"
from "safe" to "reserved".
