It looks to me that the author of that I-D used some other I-D as a
boilerplate and forgot to change the relevant information. Roy's right:
comments should go to the mailext WG. Look at their charter page
<http://www.ietf.cnri.reston.va.us/html.charters/mailext-charter.html> for
more information about their mailing list.

All of that is true: however, this proposal has nothing to do with HTTP. So
much for careful authors...
