The negotiation is assumed to let servers decide between a color and monochrome version if _both_ are supplied by the content author. This mechanism does not require servers to do the conversion themselves. Part of the reason for having this header is that automatic dithering is so hard to do. It allows content authors to draw a separate monochrome version for monochrome users, instead of having their color versions dithered (into something horrible) automatically at the browser side. >--lyndon Koen.
