HTTP status code for "Password Expired"?

After reviewing the HTTP/1.0 draft I was unable to find in the status
codes section anything which I could use to report access authorization has
been denied because the password given has expired.  Is there something
I have not read.  I assume this is a reasonable task, please let me know if
this is not the case.  If it is reasonable, and I haven't missed any earlier
threads on this topic, then please tell me how I should go about proposing
the addition of the following HTTP status code to the HTTP protocol:

Password expired 435

  The password has expired and must be changed.
