RE: draft-ietf-deltav-versioning-11 now available

I pointed out to Jim that my statement is factual
(I would in fact like to start the two week working
group call this Friday), but to make sure nobody
was misled, the official working group last call will
be issued from our chair, Jim Amsden (who hopefully
will be influenced by my belief that it should be ready
for last call by then :-).

A minor nit, but unless you suddenly became chair at the San Diego IETF
meeting, Jim Amsden (you know, the Chair of the working group ;-) is the one
who has to officially start and end last calls.
