workspace header question

    Regarding 11.1: "A request that includes a Workspace header MUST fail if 
    an internal member of the specified workspace has the 
         same name as an internal member of "/"."
    
         What is the reason for this constraint? When using a workspace 
    header, no internal member of "/" is accessible, and one cannot
         create an internal member of "/".
    
         If there is a reason, then I think that requests to create an 
    internal member of a workspace that has the same name 
         as an internal member of "/" should fail as well.
