This probably should read: "A working resource id does not need to
distinguish working resources from different versioned resources
... since the same working resource id may be assigned ..."

I believe the original text is better since it reads as a statement of 
fact "[the id] does not distinguish", rather than sounding like a 
capability of "[the id] does not need to distinguish".
