    In the 04.4 draft, I tried to "generalize" the Workspace header so that
    it could identify either labels or workspaces.  This actually introduces
    potential ambiguity when a client happens to chose a label that is a legal
    workspace identifier, so I propose that we switch the headers back to the
    way they were, i.e. a Target-Selector header in core versioning, and a
    Workspace header introduced by advanced versioning.
    
    Anyone object?
    
    (Tim: Hopefully you hadn't gotten around to switching the names in the
    scenarios yet :-).
