    If we say that the default workspace for a stable URL
    is always "metadata" (which I think is the right thing
    to do), then we don't need a "metadata" value for the
    workspace header, since this functionality is provided
    by a PROPFIND on the stable URL.
    
    This is synergistic with my earlier comment that we could
    use the "default-workspace" report to determine if a particular
    URL is in the stable namespace or not.
