Subject: versioning and locking

There has been little response to the need for "version selection freezing"
in order to support locking.  As promised (:-), I will take this to mean
sufficient acceptance to warrant an insertion of this concept into the
protocol draft.  It can of course always be ripped out if so desired, so
you can consider this as a just a technique to "encourage" discussion of this
issue (:-).
