cleaning up the REPORT elements

Subject: cleaning up the REPORT elements


I noticed that we are not consistent in how we name report request and
report response elements.  I propose that we clean this up by using the
convention that a foo report request be an element named DAV:foo-report-request
and that the response be an element named DAV:foo-report.

Any objections?
