The documents describes a model for variant URLs which depend on `parameters'
and how a "Vary" header could be used to convey information about this.

Note that it has changed slightly from the version I mailed to http-caching;
I have dropped my suggestion that the "Host" header can be omitted from
the Vary header, and I now suggest

   Vary: {const}

as a means of identifying a non-variance resource.
