It seems to me that we need to try to raise the profile of caching in the 
awareness of web providers.  A service generating most/all its pages 
dynamically has a resonsibility to include meta-data to help caches 
evaluate cacheability. Heuristics used by the cache can only ever be a 
stop-gap.
