Size of XSL Page

http://www.w3.org/TR/WD-xsl is very difficult to read in a browser because
it is so large and therefore very slow to load ... and never gets in the
cache, etc.  Splitting it into separate pages (like the HTML4 or CSS2 specs)
would be an improvement.
