I believe this is also the feeling of the XSL WG. It's certainly mine.
There needs to be one notion of identity on namespace names, which is
clear, precise and fudge-free and which is be used consistently by all
general purpose XML-related W3C Recs (XML Namespaces, XPath, XSLT, DOM,
XML Schemas etc).  The requirement to absolutize in XPath was NOT
intended to make XPath/XSLT different from other W3C Recs; it was simply
a statement of what I mistakenly believed to be the intent of the
namespaces Rec.
