Proposal for issue 168: type of referenced data

 Hello all. 8-)
 During yesterday's ETF telcon [1] we discussed the issue 168 and
we agreed on a proposal for resolving this issue:
 We propose that we keep the status quo (every value must be 
typed) because the real problem with of issue 168 was with 
external links in the Encoding which are now gone.
 We think Noah had some points in the discussion during the WG
telcon that might be against this resolution, therefore we'd like
Noah to try to sum his points up, especially because it's
possible that they are a different issue than 168.
