My preference would be:

1.  A SOAP sender is a node.

2.  The processing model outlined for chapter 2 in particular applies to
nodes _receiving_ a message, and therefore not in general to senders.

3.  Other mechanisms, such as the binding framework, may come up with
mechanisms that apply uniformly to all nodes including senders.  This is
very consistent with the proposal to merge the two levels of state machine,
