RE: SOAPAction thoughts from elsewhere

It is disappointing that people read into SOAPAction any security
mechanism - the proposed wording explicitly says that it is not and to
be frank, if some think that it is a security mechanism then I guess
they are likely to get disappointed when their security turns out not to
work.
